On November 1, the official website of Xuwei New District released a public announcement on the proposed approval of the environmental impact assessment document on November 1, 2024, including the first phase of the carbon tertiary industry project (the second phase of the re-approval).

The construction site of the first phase of the carbon tertiary industry project (second phase re-approval) is located in Lianyungang Petrochemical Industry Base. The construction unit is Jiangsu Ruiheng New Material Technology Co., Ltd., and the environmental impact assessment agency is Jiangsu Environmental Protection Industry Technology Research Institute Co., Ltd.

The first phase of the carbon tertiary industry project (phase II) mainly builds 600000 tons/year propane dehydrogenation unit, 400000 tons/year propylene oxide unit, 550000 tons of hydrogen peroxide unit and supporting projects. The total investment of the project is 5600 million yuan, of which environmental protection investment is 560 million yuan, accounting for 10% of the total investment.

It is reported that the first phase of the carbon tertiary industry project started on April 17, 2021 in Sinochem Lianyungang Circular Economy Industrial Park and was put into production in November 2023.

Introduction of Carbon Three Project

the main body of Sinochem International Carbon Tertiary Industry Phase I Project is Jiangsu Ruiheng, and the construction site is located in the National East, Central and Western Regional Cooperation Demonstration Zone in Lianyungang City, Jiangsu Province.

With propane dehydrogenation as the leader of the industrial chain, propane dehydrogenation unit as the core unit of the first phase of the carbon tertiary industry project will help it become the only PDH-propylene product chain to develop "phenol ketone-bisphenol A" product chain, the only PDH-propylene product chain to develop HPPO and hydrogen peroxide ECH product chain to comprehensively utilize hydrogen. To the downstream extension of the construction of epoxy propane, epoxy chloropropane, phenol acetone, bisphenol A C3 derivative device. The project realizes the mutual supply and comprehensive utilization of raw materials in the upstream and downstream of the industry, the joint construction and sharing of public and auxiliary facilities, and the full exploitation of various resources to achieve efficiency and supplement the chain.

Project construction content

it mainly includes newly built 600000 tons/year propane dehydrogenation unit, 550000 tons/year cumene unit, 650000 tons/year phenol acetone unit, 240000 tons/year bisphenol A unit, 400000 tons/year propylene oxide unit, 600000 tons/year hydrogen peroxide unit and other ancillary facilities.

After the completion of the project, it can produce 600000 tons of propylene, 550000 tons of cumene, 402000 tons of phenol, 248000 tons of acetone, 240000 tons of bisphenol A, 400000 tons of propylene oxide and 600000 tons of hydrogen peroxide annually, while producing 25000 tons of hydrogen, 34000 tons of liquefied gas, 2000 tons of heavy aromatic hydrocarbons, 12000 tons of polluted benzene, 3000 tons of polycyclic aromatic hydrocarbons, 16000 tons of propylene glycol, 11000 tons of propylene glycol monomethyl ether and 6000 tons of propylene glycol isomethyl ether.
