On July 22, Zibo Municipal Bureau of Ecological Environment issued the environmental impact report of Longhua New Material 1.08 million Tons/Year PA66 Project (Phase I) (Re-approval) for acceptance and publicity.

Re-EIA Project

this re-EIA project is only aimed at the first phase of the 1.08 million-ton/year PA66 project, with a production capacity of 160000-ton/year PA66 and a total investment of 1.1 billion yuan. The project is constructed in three periods:

one period of construction of 40000 tons/year fiber grade nylon 66 chip (batch method) production plant, and the construction of supporting projects, the project investment of 0.7 billion yuan.

In the second period, a 80000-ton/year nylon 66 slice (continuous method) production plant for engineering plastics will be built, and supporting projects will be built, with an investment of 0.25 billion yuan.

Three periods of construction of 40000 tons/year fiber grade nylon 66 chip (batch method) production plant, and the construction of supporting projects, the project investment of 0.15 billion yuan.

Reasons for Re-EIA

on April 11, 2022, Longhua New Materials announced that Shandong Longhua Polymer Materials Co., Ltd., a wholly-owned subsidiary of the company, recently obtained a project record issued by the Gaoqing County Administrative Examination and Approval Service Bureau. Shandong Longhua Polymer Materials Co., Ltd. plans to build a 1.08 million-ton/year PA66 project with a total investment of 7.3 billion yuan.

The project is divided into three phases. The Environmental Impact Report of 1.08 million Tons/Year PA66 Project (Phase I) of Shandong Longhua Polymer Materials Co., Ltd. obtained the approval opinions of Zibo Ecological Environment Bureau on October 19, 2022 (Zi Huan Shen [2022] No. 99).

The 1.08 million tons/year PA66 project (phase I) production units approved by the original EIA include 80000 tons/year continuous PA66 production units and 80000 tons/year intermittent PA66 production units. Construction of the project started in April 2023.

Taking into account the market situation of nylon 66 during the construction process, Longhua Polymer will construct the 1.08 million-ton/year PA66 project (Phase I) in three periods, and is currently constructing a 40000-ton/year intermittent PA66 production plant and supporting facilities.

After the project was constructed in different periods, Longhua Polymer re-planned the layout, adding an intermittent PA66 production workshop, a heat medium station (heat conduction oil furnace) and a sewage station in different periods. According to the distribution of production units, four main discharge outlets, including process waste gas, heat medium station, sewage station and laboratory waste gas, were added.

Considering the quality control requirements of different products for raw materials hexamethylene diamine and adipic acid impurities, hexamethylene diamine storage tanks have been increased from 2 planned 2000m3 to 6 2000 m3, and adipic acid storage tanks have been increased from 2 planned 2000m3 to 6 2000 m3.

The main discharge outlets and storage capacity of the new waste gas of the project have increased by more than 30%, which is a major change and needs to be re-assessed.
