On April 18, Huizhou Ecological Environment Bureau publicized the environmental impact assessment documents of CNOOC and Shell's Huizhou polycarbonate project.

It is understood that from March 19 to 26, 2023, Huizhou went to France, the Netherlands, and Germany to carry out investment promotion and exchange activities. During the period, Daya Bay Development Zone signed a polycarbonate project (DPC/PC) investment agreement with CNOOC Shell.

With a total investment of 9.3 billion yuan, the project will build 240000 tons/year bisphenol A plant, 220000 tons/year diphenyl carbonate plant and 260000 tons/year polycarbonate plant.

After the completion of the project, it will comprehensively improve the overall energy efficiency of the Daya Bay Petrochemical Zone, extend the Huizhou petrochemical energy new material industry chain, promote the high-end and differentiated development of petrochemical products, and help build a world-class green petrochemical industry highland.

CNOOC Shell

CNOOC Shell Petrochemical Co., Ltd. (hereinafter referred to as "CNOOC Shell") was established in 2000. It is jointly invested by CNOOC Petrochemical Investment Co., Ltd. (CNOOC Refining and Chemical Co., Ltd. holds 94% and Guangdong Guangye Investment Group Co., Ltd. 6%) and Shell Nanhai Private Co., Ltd., each holding 50%. It is the leading enterprise and chain main unit of Daya Bay Petrochemical Base, one of the seven major petrochemical industry bases developed by the state, it is also one of the largest Sino-foreign joint venture petrochemical enterprises in China. From the signing of the joint venture contract by both shareholders in 2000, to the second phase of the project in 2016, and to the start of the third phase of the project in 2023, over the past 23 years, CNOOC and Shell has taken root in Huizhou and continued to cultivate the petrochemical industry, with a total investment of more than 100 billion yuan, demonstrating the sustainable development of this "Big Mac" petrochemical project in Huizhou.

The following is the basic information of CNOOC and Shell Huizhou Phase III ethylene:

huizhou Phase I Ethylene Project

the first phase of CNOOC Shell was put into operation in 2006, including 11 units such as 1 million tons/year ethylene, 300000 tons of full density polyethylene, 150000 tons of low density polyethylene, 240000 tons of polypropylene, 290000 tons of propylene oxide, 85000 tons of polyol, 60000 tons of propylene glycol, 165000 tons of butadiene, 27/320000 tons of ethylene oxide/ethylene glycol, of which 290000 tons/year PO unit adopts PO/SM method.

Huizhou Phase II Ethylene Project

CNOOC Shell Phase II has been put into operation since April 2018, with a total investment of 22.8 billion, including 120 tons/year ethylene plant, 180000 tons/year butadiene plant, 150000 tons/year methyl tert-butyl ether/50000 tons/year butene-1 plant, 250000 tons/year olefin conversion plant, 350000 tons/year phenol acetone plant, 250000 tons/year butyl octanol plant, 400000 tons/year high density polyethylene plant, 300000 tons/year linear low density polyethylene plant, 400000 tons/year polypropylene plant, 15/480000 tons/year ethylene oxide/ethylene glycol units and other 11 sets of production units. Among them, 350000 tons/year phenol acetone plant and 250000 tons/year butyl octanol plant (including 106000 tons/year n-butanol and 120000 tons/year butanol) were put into operation in April 2018. The 300000 t/a PO plant will be put into operation in 2021, and since then CNOOC's PO production capacity has reached 590000 t/a.

Huizhou Phase III Ethylene Project

A total of 16 sets of production units will be constructed in this project, including 1.6 million tons/year ethylene plant, 305000 tons/year butadiene extraction plant, 1.46 million tons/year pyrolysis gasoline hydrogenation plant, 1.1 million tons/year aromatics extraction plant, 46.4/645000 tons/year ethylene oxide-ethylene glycol (EO-EG) plant, 600000 tons/year metallocene linear low density polyethylene (mLLDPE) plant, 400000 tons/year linear α-olefin (LAO) plant, 130000 tons/year isomerization and disproportionation (ID) unit, 130000 tons/year Shell hydroformylation (SHF) unit, 50000 tons/year polyalphaolefin (PAO) unit, 500000 tons/year polypropylene (PP) unit, 1 million tons/year ethylbenzene (EB) unit, 87.5/400000 tons/year styrene-propylene oxide (SM-PO) unit, 450000 tons/year polyether polyol (DMC-POD) unit, 100000 tons/year polymer polyol (POP-POD) plant, 27/80000 tons/year MTBE/butene-1 plant, and supporting storage and transportation works, public works, auxiliary works, environmental protection works, etc.

On February 23, 2024, the website of the Guangdong Provincial Department of Ecology and Environment issued an announcement on the acceptance of the environmental impact report of the China National Shipping Shell Huizhou Phase III Ethylene Project.
