Heilongjiang Longjiang Chemical Co., Ltd. is a platform company jointly established by Heilongjiang New Industry Investment Group and Daqing High-tech State-owned Assets Operation Co., Ltd. in December 2020, specializing in the investment and construction of polycarbonate joint projects. The company's registered address is located in Daqing High-tech Zone, with a registered capital of 1800 million yuan, of which Heilongjiang New Industry Investment Group holds 80% and Daqing High-tech National Transportation Company holds 20%. The polycarbonate joint project is based on Daqing's "oil head" raw material supply advantage, aiming at the "oil tail" market demand space, using the increased production of propylene and toluene from PetroChina Daqing Petrochemical Company as raw materials to build a whole industry chain of propylene-phenol/acetone-bisphenol A- polycarbonate, which is a concrete measure to implement Heilongjiang Province's "oil head tail" strategy. The polycarbonate joint project will be carried out in accordance with the principle of "overall planning, step-by-step implementation, and investment and construction of one when mature", with a total investment of about 6 billion yuan. It is planned to build a 350000-ton/year phenol acetone plant, a 200000-ton/year bisphenol A plant, a 250000-ton/year toluene demethylation plant and a 260000-ton/year polycarbonate plant, and to build relevant auxiliary production facilities, public works facilities and storage and transportation facilities.
