On November 6, the Guangdong Provincial Department of Ecology and Environment issued an announcement on the acceptance of the environmental impact report of the China National Shipping Shell Huizhou Phase III ethylene project.

construction scale: A total of 16 sets of production units will be constructed in this project, including 1.6 million tons/year ethylene plant, 305000 tons/year butadiene extraction plant, 1.46 million tons/year pyrolysis gasoline hydrogenation plant, 1.1 million tons/year aromatics extraction plant, 46.4/645000 tons/year ethylene oxide-ethylene glycol (EO-EG) plant, 600000 tons/year metallocene linear low density polyethylene (mLLDPE) plant, 400000 tons/year linear α-olefin (LAO) plant, 130000 tons/year isomerization and disproportionation (ID) unit, 130000 tons/year Shell hydroformylation (SHF) unit, 50000 tons/year polyalphaolefin (PAO) unit, 500000 tons/year polypropylene (PP) unit, 1 million tons/year ethylbenzene (EB) unit, 87.5/400000 tons/year styrene-propylene oxide (SM-PO) unit, 450000 tons/year polyether polyol (DMC-POD) unit, 100000 tons/year polymer polyol (POP-POD) plant, 27/80000 tons/year MTBE/butene-1 plant, and supporting storage and transportation works, public works, auxiliary works, environmental protection works, etc.

the main construction content of this project includes the construction of a new 1.6 million tons/year ethylene plant and a total of 16 downstream chemical plants, as well as supporting public works, storage and transportation works, environmental protection works, auxiliary works, etc. The product scheme of this project makes full use of the technical advantages of Shell, the existing partner, to strengthen competitive chemical products such as EOEG and SMPO on the one hand, and to develop competitive and high value-added products such as LAO, PAO and mLLDPE on the other hand, so as to realize the scale of product structure and complementary advantages.

Main features of the project

in this project, 1.6 million tons/year ethylene plant, 305000 tons/year butadiene extraction plant, 1.487 million tons/year pyrolysis gasoline hydrogenation plant, 1.1 million tons/year aromatics extraction plant, 46.4 tons/645000 tons/year ethylene oxide-ethylene glycol (EO-EG) plant, 600000 tons/year metallocene linear low density polyethylene (mLLDPE) plant, 400000 tons/year linear α-olefin (LAO) plant, 500000 tons/year polypropylene (PP) unit, 1 million tons/year ethylbenzene (EB) unit, 87.5/400000 tons/year styrene-propylene oxide (SM-PO) unit, 450000 tons/year polyether polyol (DMC-POD) unit, etc. are all large-scale units. The scale of process equipment and large-scale equipment can reduce material consumption and energy consumption, improve labor productivity and economic benefits, and provide favorable conditions for the realization of the whole process control of clean production.

The Project makes full use of the technical advantages of the joint venture company Shell. The ethylene oxide-ethylene glycol (EO-EG) plant, linear α-olefin (LAO) plant, isomerization and disproportionation (ID) plant, Shell hydroformylation (SHF) plant, styrene-propylene oxide (SM-PO) plant, polyether polyol (DMC-POD) plant and polymer polyol (POP-POD) plant all adopt Shell proprietary technology; the cracking furnace of ethylene cracking unit adopts USC super selective cracking furnace of Deshnib (TechnipFMC) Company (formerly S & W), and the separation part adopts the pre-depropanization and pre-hydrogenation ethylene separation technology of Deshnib (TechnipFMC) Company. The metallocene linear low density polyethylene (mLLDPE) unit adopts the gas-phase fluidized bed process technology of Unilever (Univation); The polypropylene unit adopts the Spherizone process technology of Leander Basel (lyondellbasell). Advanced technology, high value-added products, while saving energy and reducing consumption.
