Previously, Sinochem Quanzhou commissioned Sinochem Innovation (Beijing) Science and Technology Research Institute to carry out" sinochem Quanzhou 1.5 million Tons/Year Ethylene Project"Environmental impact assessment work, and in accordance with the relevant requirements of the" Measures for Public Participation in Environmental Impact Assessment "(Order No. 4 of the Ministry of Ecology and Environment), the information was published on the website of Sinochem Quanzhou Petrochemical Co., Ltd. on February 8, 2023.
In July 2023, Sinochem Quanzhou adjusted the construction content of the project, and the relevant information of the project is now re-publicized as follows:
project Name: sinochem Quanzhou New 1 million Tons/Year Ethylene Project
project site selection: the proposed plant site is located in Quanhui Petrochemical Industrial Park, a petrochemical base in Meizhou Bay, Fujian Province.
Project construction content: with propane, light naphtha, raffinate oil, saturated LPG, etc. produced by Sinochem Quanzhou Petrochemical Refinery as cracking raw materials, and insufficient part of the purchased LPG as supplement, a 1 million-ton/year ethylene plant will be built, mainly producing polypropylene, polyethylene ( m-LLDPE LLDPE, UHMWPE), EVA, polyolefin elastomer, hexene -1, vinyl acetate, propylene oxide, styrene, acrylic acid, acrylate, nonene, SEBS, SEPS, butadiene, MTBE, butene -1, ether C4, C5, C9, toluene, mixed xylene, raffinate oil PGO, PFO and other products.
The production unit mainly includes ethylene steam cracking unit, m-LLDPE unit, EVA unit, POE unit, hexene -1 unit, VAM unit, UHMWPE unit, PO/SM unit, AA/AE unit, nonene unit, SEBS/SEPS unit, butadiene extraction unit, MTBE/butene -1 unit, pyrolysis gasoline hydrogenation unit, aromatic extraction unit, etc. (The specific device may be further optimized and adjusted with the design scheme, and the specific EIA draft shall prevail in the future);
public works include water supply and drainage, power supply and distribution, power center, whole plant telecommunication and air compressor station; storage and transportation facilities include tank farm, ethylene cryogenic tank, liquid chemical vehicle loading and unloading station, liquid chemical train loading and unloading station and whole plant external pipe; auxiliary production facilities include inspection and maintenance facilities, warehouse, central control room, central laboratory and flare system; environmental protection facilities include sewage treatment plant, environmental monitoring station, sewage reuse facilities, incineration facilities and waste alkali oxidation. The sewage generated by the project is treated and discharged into the deep sea. The exhaust gas is discharged after being treated to reach the special emission limit in the relevant national emission standards.


Sinochem Quanzhou Refining and Chemical Integration Project

from December 20 to 22, 2022, Sinochem Energy Organization held the completion acceptance meeting of Sinochem Quanzhou 1 million tons/year ethylene and refining expansion project.
The total investment of Sinochem Quanzhou Refining and Chemical Integration Project (Phase II) is about 32.5 billion yuan, Relying on the 12 million-ton/year oil refining project that has been completed and put into operation, 13 sets of oil refining and chemical plants, as well as related supporting storage and transportation, docks, and public works, realize crude oil processing capacity to 15 million tons/year simultaneous implementation 1 million tons/year ethylene project (including 800000 tons/year aromatics).

The construction site of the project is located in Quanhui Petrochemical Industrial Zone (Dongqiao Town), Hui'an County, Quanzhou City, Fujian Province, covering an area of about 6541 mu. The process equipment and scale of the project is 11 sets of chemical part equipment, including. 1 million tons/year ethylene cracking unit, 100000 tons/year EVA device, 400000 tons/year HDPE plant20/500000 tons/year EO/EG unit, 20/450000 tons/year PO/SM unit, 350000 tons/year PP unit, 120000 tons/year butadiene extraction unit, 10/30000 tons/year MTBE unit/butene-1 unit, 500000 tons/year pyrolysis gasoline hydrogenation unit, 350000 tons/year aromatics extraction unit, 800000 tons/year dimethyl unit; Two sets of refining units, including the new 3 million tons/year atmospheric distillation unit and 450000 tons/year refinery dry gas pre-refining unit.

At 8: 58 on July 14, 2021, the EVA unit of Sinochem Quanzhou Petrochemical Phase II Project was successfully started, marking that 17 units of Quanzhou Petrochemical's 1 million-ton/year ethylene and oil refining renovation and expansion project have been put into operation.

1, ethylene-EVA Industry Chain

(1) newly launched 100000 tons/year EVA device
on November 23, 2022, Sinochem Quanzhou's new 100000-ton/year EVA plant project will be publicized in an EIA. The company plans to reserve land in the Quanzhou plant of Sinochem in Quanhui Petrochemical Industrial Park and build a new 100000-ton/year EVA device. Covering an area of 59200m in total 2, in which the plant area covers an area of 43200m 2 packaging and three-dimensional warehouse area covers an area of 16000m 2. In addition, as early as not long ago, the company planned to expand the capacity of the 100000-ton/year EVA plant that has been put into production to 140000 tons/year. 2, propylene-Acrylonitrile-ABS Industry Chain

(1) 260000 tons of acrylonitrile project first batch of basic design expert review meeting
from September 26 to 28, 2022, Sinochem Energy organized the first batch of basic design expert review meeting of Sinochem Quanzhou 1 million tons/year ethylene and 260000 tons/year acrylonitrile project of oil refining reconstruction and expansion project.
This project includes 260000 tons/year acrylonitrile plant, 100000 tons/year MMA plant, 8000 tons/year acetonitrile plant and supporting storage and transportation and public works facilities.
During the meeting, the participants listened to the reports of the design units on the basic design of the acrylonitrile project, and carefully reviewed and discussed the basic design according to the specialty. The expert group believed that the basic design met the design depth requirements and agreed to the basic design scheme of the acrylonitrile project.

(2) Foundation design kick-off meeting for 260000 tons of acrylonitrile project
on April 28, 2022, Sinochem Quanzhou 260000 tons/year acrylonitrile project foundation design start-up meeting was successfully held, marking the official start of Sinochem Quanzhou petrochemical base industrial upgrading project. At the meeting, the two sides discussed and clarified the design scope, design conditions, design progress and recent key work of Sinochem Quanzhou 260000 tons/year acrylonitrile project.

(3) Signing600000 tons/year ABS project
on the morning of May 27, 2022, Hui 'an County's 2022 Petrochemical Industry Investment Promotion Conference and Project "Online + Offline" Signing Activity were held ceremoniously.

A total of 14 projects were signed, with a total investment of about 25.9 billion yuan. Among them, Sinochem Quanzhou Petrochemical Co., Ltd. and Quanhui Petrochemical Industrial Park Management Committee have successively signed two major projects. They are: 600000 tons/year ABS project and 240000 tons/year polyether polyol project.

The contracted project will make full use of basic raw materials such as ethylene, propylene, EO (ethylene oxide) and PO (propylene oxide) in the upstream of the petrochemical industry to promote the on-site transformation of raw materials. While supplementing and extending the chain, it will further promote the implementation of the whole industrial chain strategy of "simultaneous development of oil and oil, head and tail" in huian petrochemical industry, lay a solid foundation for the refinement and high-end extension of the industrial chain, highlight the industrial cluster effect, and achieve mutual benefit, promote the high-quality development of petrochemical park industry.

3, PO-polyether polyol industry chain

(1) 240000 tons/year polyether polyol project signing

(2) Joint venture with Blue Star Dongda to build a 240000-ton polyether polyol project.
Shenyang Chemical announced on the evening of December 6 that the company's holding subsidiary, Blue Star Dongda, plans to jointly fund the establishment of Sinochem Blue Star Dongda (Quanzhou) Co., Ltd. with Quanzhou Petrochemical, and the joint venture company will invest in the construction of a 240000-ton/year polyether polyol project, with a planned investment of 1.098 billion yuan. The registered capital of the joint venture company is 0.415 billion yuan. Among them, Blue Star Dongda contributed 0.212 billion yuan, accounting for 51% of the registered capital; Quanzhou Petrochemical contributed 0.203 billion yuan, accounting for 49% of the registered capital.
Blue Star Dongda has advanced proprietary technology and invention patents for the production of polyether polyols. The existing polyether polyol plant has a production capacity of 300000 tons/year. It has presided over and participated in the formulation of a number of national and industry standards. Quanzhou Petrochemical is located in Quanhui Petrochemical Industrial Park, Quanzhou City, Fujian Province. It can provide the main raw materials for the production of polyether polyols, such as propylene oxide (PO), ethylene oxide (EO), styrene (SM) and main public resource services.

4, c4 Alkyne-MTBE/Butene-1 Industry Chain

in January 2023, the construction of Sinochem Quanzhou Petrochemical's 32000-ton/year C4-alkyne hydrogenation project was officially started. The project will convert low-quality carbon tetraalkynes produced by the butadiene unit into high quality carbon tetraalkenes for downstream units as feedstock.
